roy: the root cause is in the government involvement in Taiwan economy. even the distribution sale of sugar, gasoline, cigarettes and alcohol are conducted by government. banks can only operate with government stocks and government appointment in the board. there are too many opportunities for self benefit. and that is the cause for the high expenses on elections: 3 - 4 mil US / congress seat where each seat services only 120k citizens ($30/citizen, or 60$/vote cast).
